Humans are resources that assets in the organization. have roles and functions cannot be replaced by other even technological improvements science. an important factor development progress of Because only humans ability to think critically (critical thinking), communicate (communication), collaborate (collaboration) creative (creativity). These human capabilities needed organization analyzing positions, organizational needs, managing existing (Man, Money Material), making plans functions. In addition this, organizations also need people who dedicated, good performance able bind themselves vision mission for achievement goals Therefore, realizing a quality organization, qualified high work commitment needed. The purpose this study was find out how competence at Regional VIII Education Office Branch Office, Mentawai Islands Regency. This research is qualitative form case study. Data collection carried using participatory observation techniques, interviews documentation. data processed source triangulation technique. findings state 1) Low due low competence. 2) Work results performance. 3) causes culture become less good.
